Dr. Rainer Hoff is currently engaged in quantitatively analyzing Management of Change (MOC) processes. Using well-established simulation techniques, one can build a model of any MOC process, run it thousands of times, and examine the resulting statistics to highlight bottlenecks, identify areas for improvement and most importantly quantify the improvements that will result from changes in the process.

This is far better than the costly and disruptive hit-and-miss process of constantly changing business processes in the plant. And, of course this is better than borrowing someone else's best in class MOC process, without fully understanding why it is deemed to be best in class.

The results of this work are to be published in a textbook in first quarter 2008. The working title is, "Management of Change Best Practices".

In the 16 years since OSHA promulgated the Process Safety Management regulations, Management of Change "MOC" has received considerable attention. While plant owners are in compliance with the regulations, the act of complying hasn't necessarily been very efficient. Evidence includes: long cycle times, hiring temporary staff prior to turnarounds to "look after the paperwork", multiple reviews of the same thing etc. Dr. Hoff began a major research effort several years ago in order to define MOC best practices. This presentation provides some of his very interesting analysis on MOC process optimization.
