In the 16 years since OSHA promulgated the Process Safety Management regulations, Management of Change "MOC" has received considerable attention. While plant owners are in compliance with the regulations, the act of complying hasn't necessarily been very efficient. Evidence includes: long cycle times, hiring temporary staff prior to turnarounds to "look after the paperwork", multiple reviews of the same thing etc. Dr. Hoff began a major research effort several years ago in order to define MOC best practices. This presentation provides some of his very interesting analysis on MOC process optimization.
